Buried in rapidly evolving story of missing Black voter histories in Shelby County Tennessee is an earlier story about the Diebold vote counting system:

The Diebold system in Shelby County (Memphis) Tennessee has been altered and now works differently in the urban areas of the county, more Black and Democratic, than in the White suburbs.

SUMMARY: Details on Shelby County, Tennessee alteration of its Diebold voting system.

They inserted a completely different program (not from Diebold at all) which alters the way the system works. Documents show that fully half of White suburbs are now processing information in a different way than the rest of the county, and that this selective and unusual processing has been taking place for at least four years. The alterations made to the system are illegal almost everywhere in the USA and automatically render their $600,000 voting system decertified, although they will claim that they don't need to use a certified system.

One man, who does not work for Shelby County, has been given almost unprecedented access to the system. The alterations allow them to customize how party affiliation is coded, creating different party identifiers in White, Black, and mixed areas.

It seems like to me they always kept a back up, more accurate, file - just in case they got caught (in my humble opinion). Their story fails on the simple test - who benefits and who loses.  Now they claim it is only the information that was available to the public that was wrong:
Holden [Shelby Administrator of Elections] said he plans to review office procedures, but the commission's "records are correct." He said the question may arise from the information provided to the public requesting such data.

    first i am not a fan of harold ford but i voted for him in 2006 using a computer i can not rember if it was a diebold but i live in a county 1/10 the size of shelby county or memphis. the difference in that election was 49,995. i can tell that a lot of repubilicans i know did not think corker would win and when they did not get big number out middle and east tennessee they where really worried. http://www.tn.gov/... here the offical results from 2006 you have scroll down to see the vote total. 40,000 more votes for ford would have trigger a recount. so we just have to take thier word that corker won? President Obama got 256,297 in 08 and ford got 117,629 in 06 for differnce of 138,668 where as 2010 mike mcwherter got 118,977 the shelby county numbers just seem to bounce all over the place. where as madison county do not dem 06 14549,            08 20209, 10 15762 i used madison county because it where mike mcwherter is from. i am sure someone could punch all kind holes in the data as far as demo of the  counties, and bunch of data points. i am share what i see i will leave those we more resources and brains than me to firgue out.

    Diebold seems to be like a voter technology bedbug - you just can't get rid of it as an issue.

    ca democrat, this is the first that I am hearing about TN-9 and Diebold.  I would be interested in knowing how you became aware of it and why you're so interested in it.  I think that it adds to what you're reporting by personalizing it too.
